HTSUS Unit of Quantity (Measure) Requirements to Change for Duty-Free Goods

In accordance with the Trade Facilitation and Trade Enforcement Act (TFTEA) requirements, beginning January 1, 2020, the Harmonized Tariff Schedule of the United States (HTSUS) will be updated to require reporting of unit of quantity (UOQ) for all HTSUS subheadings. UOQs that previously were denoted with an “X” must now show specific “per unit” quantities, such as kilograms (kg), number (no.), etc. This information is needed by U.S. Customs and Border Protection to comply with TFTEA’s revised duty drawback requirements.
