HTSUS Unit of Quantity (Measure) Requirements to Change for Duty-Free Goods

In accordance with the Trade Facilitation and Trade Enforcement Act (TFTEA) requirements, beginning January 1, 2020, the Harmonized Tariff Schedule of the United States (HTSUS) will be updated to require reporting of unit of quantity (UOQ) for all HTSUS subheadings. UOQs that previously were denoted with an “X” must now show specific “per unit” quantities, such as kilograms (kg), number (no.), etc. This information is needed by U.S. Customs and Border Protection to comply with TFTEA’s revised duty drawback requirements.

For additional information, please refer to the TFTEA Harmonized Tariff Schedule Unit of Quantity Change Fact Sheet on the U.S. Customs and Border Protection website. A complete list of the impacted HTSUS subheadings and their new UOQ is available here.

To avoid any disruption to the flow of goods and the customs clearance process, FedEx Trade Networks Transport & Brokerage encourages its customers to review their processes, commercial invoices, and databases to ensure that proper quantity reporting information is identified on customs paperwork.
