Generalized System of Preferences (GSP) Renewed

On Friday, March 23, 2018, U.S. President Donald Trump signed into law H.R. 1625 which included the extension of the Generalized System of Preferences (GSP), with retroactivity from January 1, 2018 through December 31, 2020.

Per the U.S. Customs and Border Protection (CBP) website, refunds without interest will begin shortly after April 22, 2018, for goods on entry summaries that were filed with the special program indicator (SPI) “A” preceding the tariff number during the lapse period.

Shippers should ensure that their information is current and valid with their customs broker so that refunds can be processed expeditiously.

For its customers, FedEx Trade Networks will continue to flag GSP-eligible importations with the SPI “A” and pay normal trade relations (column 1) duty rates until the effective date of the Act, April 22, 2018.  

Post-Importation GSP claims
Depending on circumstances, there will be various ways to file claims for the GSP refunds. Please contact your FedEx Trade Networks representative if you have questions about a shipment and its eligibility for a GSP preference claim. Please note that if a GSP-eligible Country of Origin declaration was not present in the original entry package, one will need to be presented with any Post Summary Correction.
