On May 16, 2019, by Presidential Proclamation, the Administration declared the return to 25% duty rate for Turkey, effective May 21, 2019, pursuant to Section 232 of the Trade Expansion Act of 1962, as amended, which gives the President of the United States authority to take action to safeguard national security.
On August 13, 2018, at the direction of the Administration, the tariff rate for certain steel articles imported from Turkey was increased from 25% to 50%. Because imports of steel articles from Turkey declined in 2018 by 48% compared to 2017, the Administration rolled back the Section 232 steel tariff rate from 50% to 25%.
On March 8, 2018, the Administration issued Presidential Proclamation 9705 that directed government agencies to amend the Harmonized Tariff Schedule of the United States and apply special tariffs to certain steel articles at a rate of 25% for most countries, including Turkey, effective March 23, 2018.
