Be prepared for Electronic Export Information (EEI) Changes


We’re reaching out to inform you that effective June 29, 2020, the United States Bureau of Industry and Security (BIS), will require an Electronic Export Information (EEI) filing for shipments originating in the United States (US), Puerto Rico or US Virgin Islands with a destination of the People’s Republic of China (China), Russia or Venezuela regardless of value.

What does this mean for me?
If you’re shipping from the US, Puerto Rico or the US Virgin Islands to China or Russia you must provide:

  • An EEI filing Internal Transaction Number (ITN)
  • The correct Export Control Classification Number (ECCN) or EAR99 classification for each item or
  • Any applicable filing exemption(s)

We currently do not provide service to Venezuela.

Our shipping solutions are enabled to accept the EEI filing information provided by you to meet this regulatory change and be compliant. When you ship online using FedEx Ship Manager® at fedex.com you will be prompted to provide an ITN that you have received through FedEx Agent File or your own EEI filing solution, or applicable filing exemption for all shipments to China and Russia. You will also be directed to resources and tools to assist in the EEI filing.

Customers, if you use our integrated shipping solutions or other third-party platforms, you won’t be prompted to include the additional EEI filing information and must proactively enter the ITN, ECCN or EAR99 classification, or an applicable filing exemption to ensure compliance.
