Updated Guidance for Electronic Export Information (EEI) Changes


We’re reaching out to inform you that the United States Bureau of Industry and Security (BIS) has expanded the rules for an Electronic Export Information (EEI) filing for shipments originating in the United States (US), Puerto Rico or US Virgin Islands with a destination of the People’s Republic of China (CN), Russia (RU) or Venezuela (VE) in two stages.

First, effective June 29, 2020, US exports of military end-use items listed on 15 C.F.R. Part 744, Supplement No. 2, destined for CN, RU and VE require an EEI to be filed in AES, regardless of whether a license is required or the value of the items. Second, effective September 27, 2020, US exports of all other ECCN items destined for CN, RU and VE require an EEI to be filed in AES regardless of whether a license is required or the value of the items.

What does this mean for me?

If you’re shipping from the US, Puerto Rico or the US Virgin Islands to China or Russia you must determine the ECCN and applicable EEI filing requirements that apply to the commodities you plan to export.

We currently do not provide service to Venezuela.

Our shipping solutions are enabled to accept the EEI filing information provided by you to meet this regulatory change. If you ship online using FedEx Ship Manager® at fedex.com you may enter the ITN, or an applicable filing exemption. You will also be directed to resources and tools to assist in the EEI filing. If you use our integrated shipping solutions, you may also enter the ITN or an applicable filing exemption.
