Canada Safeguard Measures & Surtax on Importation of Certain Steel Goods

On October 11, 2018, the Canadian Border Services Agency issued a Provisional Safeguard Measure to impose a surtax on the importation of certain steel goods. The surtax will be effective on October 25, 2018, and be in place for 200 days up to May 13, 2019, pending the Canadian International Trade Tribunal findings and recommendations.

The steel goods identified in this notice are:

  •          heavy plate
  •          concrete reinforcing bar
  •          energy tubular products
  •          hot-rolled steel
  •          pre-painted steel
  •          stainless steel wire
  •          wire rod

The surtax will not apply to goods originating in and imported from the United States, Chile and Israel or another Canadian-Israel Free Trade Agreement Beneficiary Country. For goods originating in and imported from Mexico, the surtax will only apply to energy tubular products and wire rods. The surtax does not apply to goods originating in and imported from developing countries that are beneficiaries to the General Preferential Tariff with one exception: concrete reinforcing bar originating in and imported from Vietnam. Consult Appendix A to Customs Notice 18-17 for a list of these countries.
