Changes to Generalized System of Preference Status
Effective November 1, 2018, certain specified articles from designated beneficiary developing countries will no longer be afforded duty-free treatment under the Generalized System of Preference (GSP). Presidential Proclamation 9813, dated October 30, 2018, terminates the duty-free status of previously eligible products entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT on November 1, 2018.
The Harmonized Tariff Schedule of the United States (HTSUS) numbers of the specified articles and countries affected by the proclamation are identified in Federal Register Notice 83 FR 54853.
Shipments arriving into the U.S. for movement to another port for entry under an entry for immediate transportation (IT) shall be subject to the rates in effect when the IT entry was accepted at the port of original importation pursuant to U.S. Customs and Border Protection regulation 19 CFR §141.69(b).
