GSP Changes for Thailand and Ukraine/AGOA LDBC Changes for Mali

On October 25, 2019, the president issued Presidential Proclamation #9955 announcing changes to the Generalized System of Preferences (GSP) under the Trade Act of 1974, as amended, for Thailand and Ukraine, and the addition of Mali as a Lesser Developed Beneficiary Sub-Saharan African Country (LDBC) under the African Growth Opportunity Act (AGOA).

Duty free treatment was reinstated for Ukraine under GSP for certain products due to the progress the country has made toward providing adequate and effective protection of intellectual property rights.  This action took effect on October 30, 2019. Click here for the list of products affected.

Thailand lost duty-free treatment accorded under GSP for certain products due to failure to take steps to afford workers in Thailand internationally recognized worker rights. This action will take effect six (6) months from the issuance of the Proclamation. Click here for the list of products affected.

Mali, now designated a LDBC within sub-Saharan Africa under the AGOA program, can take advantage of special rules and free rates of duty for certain apparel articles imported from other LDBC countries.
