Calif. Approves Clean Truck Concessions

As expected, the Boards of Harbor Commissioners at the ports of Los Angeles and Long Beach recently approved different truck licensing requirements in their respective Clean Truck Programs (CTPs).  The truck licensing requirement affects all that short haul or drayage trucks serve the ports’ cargo terminals.

Under the Port of Los Angeles Drayage Services Concession Agreement, the port will begin a phased 4-year transition to a licensed motor carrier (LMC)-based truck concession program on October 1, 2008.  The Concession Agreement requires that the providers of drayage services to the port commit to using 100 percent employee drivers by calendar year 2013.  The port will hold these companies accountable for maintaining trucks and making sure their drivers are properly credentialed.  The Port’s goal is to improve truck safety and maintenance while enhancing security and reducing truck emissions.

In contrast to the Port of Los Angeles, the newly adopted Concession Agreement of the Port of Long Beach will allow trucking companies to hire employees or to contract with independent owner-operators.  The port plans to allow trucking companies to begin signing up for concessions at the beginning of July 2008. 

As previously announced, both ports will begin collecting a clean trucks container fee ($35 per loaded 20-ft. container/$70 per loaded 40-ft. container) on October 1, 2008.
